Expert review of PAR planning documents and reports to determine the extent of implementation of PAR activities. The basis for defining activities is government-adopted planning documents or documents on PAR implementation. The implementation rate is calculated by dividing the total number of PAR activities planned and implemented in the reporting year by the total number of activities planned for that particular year. The analysis will identify all activities that were supposed to have been completed by the end of the last full year. Activities that are ongoing, continuous or only partly implemented will not be counted. Point allocation: • 4 points = more than 80% • 3 points = 70%-80% • 2 points = 60%-69.99% • 1 point = 40%-59.99% • 0 points = less than 40%
