Expert review of the government decision-making documents and government website. Interviews with representatives from the CoG institutions to ensure that the minutes of formal government sessions are kept and distributed to all interested parties (at a minimum to participants of the session). For each of the following criteria for the government decision making process, 1 point is awarded (total of 4 points).
