The ratio (expressed as a percentage) is calculated by dividing the number of government-sponsored laws (new laws and amendments) adopted by the parliament during the full calendar year preceding the assessment in extraordinary proceedings (e.g. in urgent, shortened or simplified proceedings) by the total number of government-sponsored laws adopted by the parliament within the same full calendar year. Point allocation: • 5 points = below 2% • 4 points = 2%-5.99% • 3 points = 6%-9.99% • 2 points = 10%-13.99% • 1 point = 14%-18% • 0 points = more than 18%
