This sub indicator measures legal certainty and the quality of legislative drafting. The ratio (expressed as a percentage) is calculated by dividing the number of new laws adopted by the parliament during the calendar year two years prior to the assessment that were amended during the assessment year (and approved by the government) by the total number of new laws adopted by the parliament two years prior to the assessment year. Amendments to existing laws and the annual budget law are excluded from this calculation. Point allocation: • 3 points = below 2% • 2 points = 2%-4.99% • 1 point = 5%-10% • 0 points = more than 10%
