The implementation rate (expressed as a percentage) is calculated by dividing the number of EI-related legislative commitments included in the plan and approved by the government during the assessment period by the total number of such commitments in the plan. If there is no report, the calculation is based on the list of approved EI-related legislative items provided by the government. Point allocation: • 4 points = more than 90% • 3 points = 80%-90% • 2 points = 70%-79.99% • 1 point = 60%-69.99% • 0 points = below 60%
