Additional checks are carried out on the full package of the five selected draft laws, including comparison with the government programme and priorities from the government work plan, to verify that all of the quality control checks specified in the criteria have been undertaken. Perceived effectiveness of the CoG in policy co-ordination by civil servants (%)
Analysis of survey responses by a sample of public servants to the following question or statement: “The CoG institution (to be replaced by the actual name of the institution depending on the country - PMO, GSG) is adequately co-ordinating decision making at government level to ensure its quality and coherence”. The question is filtered to relevant officials in line ministries. Answer options are: Strongly disagree, Tend to disagree, Neither disagree nor agree, Tend to agree, Strongly agree, Do not know, Prefer not to answer. Points are allocated based on the percentage of respondents who replied “Tend to agree” and “Strongly agree” to the survey question (x): • x < 10% = 0 points • 10% ≤ x < 90% = linear function • x ≥ 90% = 6 points
