Quality of public service policy documents

Expert review of public/civil service policy documents (planning documents for the development of public/civil service). The policy should have clear objectives, and specify activities, time frames and budget. The document should also be approved by the prime minister or the CoM. This document could be the civil service/public service strategy, or several strategies for different areas of public service. It may also be part of a public administration reform (PAR) strategy, if it deals with the issue of public service as a clearly identifiable section. Points are awarded for each of the following seven criteria for public/civil service policy (total of 4 points).
