Percentage of civil servants appointed in the year prior to the latest full calendar year (as a result of recruitment open to external candidates) who stayed in the civil service for one year after their appointment. Data relates to central government administration only.
If no overall data is available, this will be calculated on the basis of data received from five institutions: two ministries (the same in all assessed countries) and the three central government bodies with the highest number of civil servants reporting to the government, CoM or the prime minister.
Point allocation:
• 4 points = more than 90%
• 2 points = 80%-90%
• 0 points = below 80%
