Legal obligation to base salaries on job classifications
Expert review of legislation to determine if the legislation establishes the obligation to base the salaries of civil servants on job classifications and if there is a classification of positions.
In centralised systems, the centrally established classification will be analysed. In countries with decentralised salary systems, the job classification legislation in five central government bodies will be analysed, which include two ministries (the same in all assessed countries) and the three central government bodies with the highest number of civil servants reporting to the government, CoM or the prime minister.
