Expert review of regulations and guidelines of performance appraisals and interviews to determine whether the results of performance appraisals are linked to decisions on the following for civil servants: training, mobility and promotion; dismissals; financial rewards (e.g. bonuses); non-financial rewards (e.g. public recognition) or specific measures to address negative results. It is not obligatory that performance appraisal be linked to all the above areas, but, in all cases, performance appraisals should at least provide feedback to employees on their level of professional competence and performance, and be linked to professional development.
