Expert review of regulations prescribing the criteria and procedures to manage the mobility of civil servants and analysis of one source of quantitative data to assess the implementation of mobility: • The percentage of civil servants seconded and transferred (the number of civil servants seconded and transferred, divided by the total number of civil servants at the beginning of the year, multiplied by 100). Data relates to the central government administration only. The following transfers are excluded: horizontal transfers within one institution, promotions and demotions. This data does not influence the point allocation, as it is not possible to establish causality between the levels of mobility and the rates of seconded and transferred civil servants. Mobility decisions related to the disciplinary regime and vertical promotions are not considered in this sub-indicator.
