Use of investigations in practice

Expert review of administrative data and case files to verify a minimum level of use of integrity investigations in practice. The six criteria listed below assess whether cases against public servants are investigated and/or brought to trial. For each of these criteria, the government is asked to provide evidence of at least one case that fulfils the criteria: • Conflicts of interest: at least one case of investigation of a civil servant in the past two years; • Secondary employment: at least one case of investigation of a civil servant in the past two years; • Post-employment: at least one case of investigation of a civil servant in the past two years; • Gifts and benefits: at least one case of investigation of a civil servant who breached the rules in the past year; • Disclosure of assets: at least one case of investigation of a senior civil servant on the basis of his or her asset declarations in the past two years; • Whistle-blowing: at least one whistle-blowing report that has led to a criminal investigation in the past two years. Point allocation: • 4 points = evidence of at least 1 case is provided for all 6 criteria. • 3 points = evidence of at least 1 case is provided for 5 of the 6 criteria. • 2 points = evidence of at least 1 case is provided for 4 of the 6 criteria. • 1 point = evidence of at least 1 case is provided for 3 of the 6 criteria. • 0 points = evidence of at least 1 case is provided for 2 or fewer of the 6 criteria.
