Analysis of responses by a representative sample of citizens to a Balkan Barometer survey, or similar, to the question: “In your contact or contacts with the institutions, have you or anyone living in your household paid a bribe in any form in the past 12 months?” in relation to any of the following institutions: police, registry and permit services, utilities, tax revenues, land services or any government agency. Assessors measure the percentage of respondents who answer “yes”. Point allocation: • 4 points = less than 2% • 3 points = 2%-3.99% • 2 points = 4%-5.99% • 1 point = 6%-8% • 0 points = more than 8%
