Strength of basic accountability mechanisms between ministries and subordinated bodies

Expert review of laws and government documents, specifying the accountability system for a sample of five central government bodies subordinated to three ministries (the MoF, the ministry of economy and the ministry of interior). Assessors select subordinated bodies with the highest staff numbers, ensuring that there is at least one body subordinated to each ministry. For each of the following five criteria, 1 point is awarded if the criterion is met by all five government bodies (total of 5 points).
