Pro-activity in disclosure of information by state administration bodies on their websites (%)
Assessment of websites of state administration bodies to determine the level of disclosure of the following information:
• organisational structure (organigram) of the institution;
• names and contact details of heads of organisational units;
• contact details with postal address and e-mail;
• tasks and competences of the institution;
• annual budget for the current calendar year;
• annual work plan of the institution for the current calendar year;
• annual report for the latest full calendar year, or the year prior to this.
The standard is met if the information is up to date, available free of charge in all official languages of the country, displayed in a user-friendly manner (at a minimum accessible in no more than three clicks from the main web page of the institution) and published in open format (HTML, PDF or Open Document Format [ODF]).
Websites of nine organisations are reviewed, covering five ministries (MoF, ministry of economy, ministry of education, ministry of justice, ministry of interior), the three largest administrative bodies subordinated to the ministries, and the State Audit Institution (SAI).
The level of disclosure is the number of actual occurrences of compliance for all websites against the criteria, divided by 63 (total number of possible occurrences), expressed as a percentage.
Point allocation:
• 5 points = 100%
• 4 points = 90%-99.99%
• 3 points = 70%-89.99%
• 2 points = 50%-69.99%
• 1 point = 30%-49.99%
• 0 points = below 30%
