The sector committees of the parliament provide written inputs to the budget and finance committee before the debate is initiated in the plenary (1 point)
The parliament has two months or more to debate and vote the annual budget bill (1 point)
The parliament has three months or more to debate and vote the annual budget bill (1 point)
Before the vote on the annual budget bill, the parliament receives a report on the budget proposal from a professional body independent from the government (fiscal council or similar) (1 point)
