Key aspects for the policy framework in public procurement and PPPs/concessions also include capacity building, modernisation of procedures, green procurement, social procurement and innovations. Interviews with stakeholders engaged in consultation of the strategy. For each of the following five criteria, 1 point is awarded (total of 5 points).
