Only procedures above the national thresholds are included. The data is taken from annual reports from the public procurement authority and other relevant sources. Surveys are conducted with contracting authorities and economic operators to assess their opinion on the general guidelines for planning and preparation of public procurement and for the preparation of tender documentation set out in secondary legislation. Point allocation: • Preliminary market consultations are provided for in the legislation and facilitated by corresponding guidelines (2 points). • At least 80% of procedures are announced publicly in procurement plans or indicative notices (1 point). • At least 65% of contracting authorities find the guidelines for planning and preparation of public procurement and for the preparation of tender documentation useful (2 points).
