Expert review of reports on corruption risks and risk mitigation results, guidelines on how to assess and mitigate integrity risks in public procurement procedures, an available red flag system, and training programmes developed by the central procurement institutions. Interviews with contracting authorities/entities, economic operators, external auditors, and NGOs. Integrity training programmes are considered relevant and effective if they have been developed for the procurement workforce in the public sector, and specific measures are implemented to raise the awareness and knowledge of procurement officials and other stakeholders about integrity risks and the corresponding risk management strategies, implementation plans and measures to be taken. Integrity tools for procurement officials are tools for managing conflict of interest, regulating disclosure of information, and codes of conduct or ethics that have been adapted to the specific risks of the procurement cycle and are applicable to public procurement officials. For each of the following two criteria, 2 points are allocated (total of 4 points).
