The key institutions for the interpretation of the public procurement legislation are the central procurement institutions, the procurement review body, the SAI and the competition agency. Surveys of contracting authorities/entities and economic operators and analysis of the following question for those that had requested advice or other support in the past three years: “Were the answers provided generally helpful?” Equal weight is given to both groups when calculating the average. For each of the following four criteria, 1 point is awarded (total of 4 points). 1 extra point can be awarded if at least 65% of contracting authorities/entities and economic operators find the advice provided helpful.
