Montenegro

Montenegro is at an active stage of the EU accession process, having opened negotiations on all chapters of the EU acquis. With public administration reform, Montenegro shows strong results in the area of accountability in the regional comparison. In the areas of public financial management and service delivery, Montenegro was performing below the regional average, but some progress is evident, most notably with digital enablers.
