Ukraine

Despite the ongoing large-scale war of aggression by the Russian Federation against Ukraine, the overall performance of the public administration in 2023 remained at almost the same level as in 2021 and has mostly improved compared to the 2018 baseline. The strategic framework of the PAR and the service delivery areas have improved over the period. Performance in policy development and coordination has largely remained at the level of 2018. There was a setback in the area of public service and human resource management, partly due to the extraordinary measures introduced during the COVID-19 pandemic and under martial law.
