Simulator

The objective of the public administration reform (PAR) Simulator is to make assessment of administrations transparent. The PAR Simulator allows national administrations, civil society and those supporting public governance reforms to see how the value of the different composite indicators changes due to improvements in one or more individual criteria. To use the simulator, click on one of the six areas below. Next, choose a specific indicator to improve. A click opens the sub-indicators that are used to calculate the overall composite value from 0-100. Click on the sub-indicators to change the assessment of the underlying criteria. This will update the point allocation that determines the sub-indicator and indicator value. Using the filters, the simulator shows where administrations perform below the regional average, have data gaps or received 0 points, and allows the user to calculate how the SIGMA monitoring results will respond to improvements of specific areas of public administration. Comparisons with the regional average or another administration are also possible.

Click on the sub-indicators to change their values and the point allocation that determines the indicator value will be updated.Using the filters, the simulator shows where administrations perform below the regional average, have regressed since 2017, have data gaps or received 0 points, and allows the user to modify the latest SIGMA monitoring results to create a roadmap for improving specific areas of public administration. Comparisons with the regional average or another administration is possible.
