Republic of Moldova

Public administration reform in Moldova has been given further impetus by the decision on 23 June 2022 by the EU to grant the country candidate status under the commitment to structural reforms. A first baseline assessment of the performance of public administration is done in 2023. It shows that overall, Moldova’s legislative framework is largely in place, but low civil service capacity at the central government level hampers compliance and effective implementation.
